RULES

            The Series will be sailed under the 2005-2008 rules of Racing as adopted by the United States Sailing Association (U.S.S.A.). In the interest of safety all participants are strongly encouraged to wear a personal flotation device while racing.

STANDING RULES

Rule 30.1 (around the end rule) will be in effect for this race, and the I-Flag will be flown to so indicate (yellow with black circle).  This rule requires that any boat that is On The Course Side within the final minute before the start must clear itself by sailing around either end of the starting line, and then re-starting once it is entirely below the starting line.

CHANGES TO THE RACING RULES

            Rule 61.1 (a)“Informing the Protestee” will be changed so that displaying a red flag is not required.  It will read:

 A boat intending to protest another boat in the racing area because of an incident in which she is involved shall inform the other boat at the first reasonable opportunity.  If the other boat is within hailing distance, then She shall do so by hailing with the word “protest” in such a manner that the other boat can acknowledge and perform a penalty turn if they think it appropriate.

Subparagraphs (1), (2) and (3) of 61.1 (a) will be retained as written in the current rules.

            Rule 64.1 “Penalties and Exoneration” will be changed so that at a protest hearing, the boat who’s case does not prevail will not be disqualified.  Rather, their penalty shall be to buy a round of drinks for the crew of the other boat, and the Protest committee, and the Race Committee.  (This change is made in accordance with the view that protests during races on Sequim Bay are intended to be educational not punitive.)

            Rule 44.1 shall be changed so that a boat that may have broken a rule of Part 2 may exonerate herself by a single penalty turn rather than the Two-Turns Penalty described.  The remainder of this rule will be retained as written.

            Rule 52 “Manual Power”.   This rule will be modified to allow the use of autopilots for single-handers, or crews of two if they elect to race with flying sails.  Otherwise, the balance of this rule is retained as written. 

ENTRy

            Participants may enter by completing a registration form and making whatever donation they feel appropriate, payable to Volunteer Hospice of Clallam County.

RATINGS

            The races will be scored in accordance with PHRF-NW ratings.  Corrected time will be computed using a time-on-time basis.

CLASSES

             There will be three Classes.  Boats with flying-sails will be divided into A & B Divisions based on PHRF ratings with a dividing line of 135.  There will also be a class for boats who choose to race without flying sails if there are at least three entrants.  Otherwise, they will race in the B-Division with appropriate adjustment to their PHRF ratings for no flying sails.  Any boat in the B-Division may choose to compete in the A-Division, but at a rating equal to the breakpoint between the two Divisions. 

SKIPPERS MEETING and REGISTRATION

            Registration will begin at 11:30 in the meeting room at John Wayne Marina. There will be a Skippers meeting at 11:30 AM in the SBYC Clubroom.  Final description of the courses will be given at this meeting.  Copies of the race instructions and a sketch chart showing the location of the marks will be handed out.   All skippers must complete and sign a registration form during this meeting.

COURSES

The final course description will be provided at the Skippers Meeting immediately prior to the race.  The courses will be laid out in a windward/leeward pattern.  The race committee will choose the location of the windward and leeward marks in accordance with the existing weather conditions with a goal of allowing all boats to complete at least two laps.  All boats will sail the same course for the first lap.  The course(s) for subsequent laps will be posted on the committee boat Course Board and can be read as each yacht re-crosses the Start/Finish line to start subsequent laps.  The A-Division boats will probably be instructed to sail a different, longer course than the B & C-Division boats.

 All marks are left to Port unless the Race Committee (RC) signals a reverse course by flying the “R” flag (Red with a Yellow cross).  In this case the marks are left to Starboard.  The location of the marks will depend upon the current and expected winds.  The goal is to set courses that will allow essentially all yachts in each Division to complete their listed course(s).  The leeward mark(s) may be shifted after the start, but only before the first boat has rounded the weather mark.  More than half of the boats in a division must complete a lap in order for it to count in the final race standings.

ON-THE-WATER CHECK-IN

            Before the warning signal of the first start, it is requested that participating boats pass astern of the RC boat and report boat name and/or sail number.  This will help the Race Committee recognize them as they approach the line to start and finish.

START LINE

            The start-finish line is between two orange flags, one on the RC boat and the other at the pin end of the line.  Crossing the line is required when starting, finishing, or starting the next lap of a multiple lap race.  Crossing the line is prohibited at any other time during the race and will result in disqualification. 

START PROCEEDURE

            There will be two starts, with the first one for the boats in the A-Division.  The second start will be for the boats in the B-Division and the Non-flying Sails class. 

12:54   Three short blasts will be given to get the attention of the participants.

12:55   Red flag up with one horn blast. Timing sequence begins for the A-Division.

12:56   “I” flag goes up with one horn blast. (Note: At this point the yachts are “racing” and can no longer use engine propulsion.)

12:59   “I” flag comes down with one horn blast.

 1:00    Red flag comes down with one horn blast to start the race for the A-Division.

 1:00    Blue flag goes up when the red flag comes down to indicate the beginning of the starting sequence for the B-Division and Non-Flying Sails class.

 1:01    “I” flag up with one horn blast. (Note: At this point the yachts are “racing” and can no longeruse engine propulsion.)

1:04     “I” flag down with one horn blast

1:05     Blue flag down with one horn blast indicates the second start.

The following flags may be used to indicated changes in the starting sequence:

     Postponement of the race – the “AP” pennant (red and white vertical stripes)

     General Recall – the “First Substitute” pennant (yellow with blue border on the long sides)

     Over Early (individual yachts) – the “X” flag (white with blue cross)

CHANGES DURING THE RACE

            Changes in the course(s) during a race will be communicated by hailing and appropriate horn blasts, along with the display of an appropriate flag on the RC boat.  The “S” flag indicates a shortened course (white with blue square); the “N” flag indicates that the race is abandoned (blue and white checker board).  The race committee may also announce a course change over VHF channel 69 in addition to the above. 

TIMING THE FINISH

            The RC will record the elapsed time of finishing boats in hours, minutes and seconds.  The race committee may take times of boats as they round marks of the course. These times may be used as finish times, but only if more than half of a class are unable to reach the finish line in the allowed time for the race and only if all boats in the class had their times taken at a given mark.

TIME LIMIT

            Any boats failing to finish by 4:15 PM will be scored DNF.  If they feel it is justified, the RC may terminate a race due to weather conditions. Any boat abandoning a race should try to notify the RC using VHF channel 69 or pass by the RC boat and give verbal notification.

1730 No Host Potluck Dinner in Marina building meeting room
• All participating crews and their families are invited to the Potluck Dinner held in the marina main meeting room adjoining the Yacht Club. Food & service items provided.

1830 Introductions, drawing for prizes & Awards presentations
• Winner of each division will have their name inscribed on the Fred Tidyman Memorial Trophy.
• Participating crew members of First & Second place yachts in each division will be awarded a Reach for Hospice medallion.
• All crew members participating in the Reach for Hospice will be given a remembrance gift.


Reciprocal Moorage:
• Moorage for members of participating Yacht Clubs may be available. Contact the Harbormaster at John Wayne Marina at 360-417-3440. Mention that you will be involved in the 2007 Reach for Hospice event.
• Slip assignments will be post on morning of the event at end of fuel dock & on door of ,Yacht Club. Please confirm slip number before mooring.
